On June 18, Smart Green Transformation Center (GREEN-X), in collaboration with the Ho Chi Minh City Institute for Development Studies (HIDS), organized a scientific workshop titled “The Ecosystem for Two-Wheeler Electric Vehicle Transition in Ho Chi Minh City”, while also announcing a partnership to implement the “Green Transformation Program for Ho Chi Minh City for the period 2025–2030.” The workshop emphasized two strategic pillars: transportation and energy, aiming toward the goal of sustainable urban development.
The event was attended and chaired by Mr. Tran Thanh Binh — Deputy Director of the Ho Chi Minh City Institute for Development Studies; Mr. Nguyen Hong Quan — Director of the Institute for Circular Economy Development, Vietnam National University Ho Chi Minh City; and Assoc. Prof. Phan Thi Thuc Anh — Director of the Smart Green Transformation Center.

The workshop created an open dialogue platform, gathering representatives from government agencies, vehicle manufacturers and distributors, banks, financial institutions, technology platforms, as well as research and policy advisory organizations. Participants analyzed the roles, capacities, practical challenges, and proposed solutions for the transition of around 400,000 gasoline-powered motorbikes used by ride-hailing and delivery drivers to electric vehicles.
At the event, the transition roadmap was announced, setting a target that by 2027, 80% of technology-enabled two-wheeler vehicles in Ho Chi Minh City — equivalent to about 320,000 vehicles — will be converted to electric vehicles. This is considered a breakthrough solution, bringing numerous practical benefits: reducing greenhouse gas emissions, optimizing operating costs, promoting digital connectivity, and fostering a green lifestyle mindset within the urban community.

The cooperation between AIC and HIDS not only demonstrates a pioneering spirit in research and innovation but also affirms the strong commitment of AIC and VinUni to realizing Vietnam’s green development goals. Through interdisciplinary scientific initiatives and public–private partnership experiences, AIC is committed to continuing to accompany Ho Chi Minh City and other urban areas on the journey toward building sustainable transportation systems, developing smart cities, and creating a green future for the community.
