MOU Signing Ceremony Between People’s Committee Of Phu Quoc Special Zone And VinUniversity On Green Transformation

On March 19, 2026, the People’s Committee of Phu Quoc Special Zone and VinUniversity, represented by the Smart Green Transformation Center (GREEN-X), officially signed a Memorandum of Understanding (MOU), establishing a framework for cooperation to advance green transformation and sustainable growth in the locality.

The signing ceremony was attended by Ms. Nguyen Thi Kim Loan, Vice Chairwoman of the People’s Committee of Phú Quốc Special Zone, and Assoc. Prof. Phan Thi Thuc Anh, Associate Vice Provost of VinUniversity and Director of the Smart Green Transformation Center (GREEN-X).

Through this cooperation agreement, both parties aim to promote green transformation and green growth across the economic and social sectors of Phu Quoc Special Zone, including but not limited to strengthened collaboration in governance, technology, and innovation solutions. In this spirit, the two sides will work together to implement the Green Transformation Initiative for Phu Quoc Special Zone, with the goal of building a foundation for sustainable development, enhancing governance capacity, and fostering growth models that are adaptive to new development contexts.

Within the framework of cooperation, key areas of collaboration include research and application of green technologies, training and human resource development, and promoting innovation for sustainable development goals. In addition, the two sides will strengthen cooperation in scientific research, technology development, and innovation related to green transformation and green growth, while implementing practical solutions grounded in science and technology to help realize the locality’s development objectives.

Phu Quoc is the latest locality to join GREEN-X in its journey toward comprehensive green transformation, following previous collaborations in Nha Trang (Khanh Hoa), Binh Dinh, and Ho Chi Minh City. Expanding this cooperation network to Phu Quoc not only reflects the growing trust of local governments in VinUniversity’s research, advisory, and implementation capacity, but also highlights GREEN-X’s increasingly important role in connecting academic knowledge with practical development needs.

The cooperation project with Phu Quoc is also seen as the next step toward a broader strategic initiative for An Giang Province, continuing the role that GREEN-X is developing as a strategic advisor on green transformation with localities across Vietnam. As sustainable development becomes an increasingly important priority, this cooperation agreement is expected to lay the groundwork for Phu Quoc to gradually become a model of green development, while contributing to practical, high-impact initiatives for Vietnam’s greener future.
